I believe no-one is born dumb. Everyone has the talent to learn. However some people are more developed in learning skills and implementing skills in life. Parents IQ levels affect it also, and also the way the child is brought up...

Babies are idiots. All they do is sit there and cry and poop themselves. Anyone who didn't go through this phase is not human.
Smartness comes with age and education, my friend. I don't think that many people naturally have more potential than others, just some people feel motivated and have economic advantages and some do not.

I would definately say yes, because look at autistic patients...many of them end up having outlandishly mature talents. Also, look at savants, how do they just memorize/learn all the information that they do?
