Depends where you live.

In the USA and Canada it would be considered 400 billion.
The UK has to be different... It would be 400 thousand million.
One more zero and it would be 4 trillion for USA, 4 billion for UK.

In the UK, we would also say that 400,000,000,000= 'four hundred billion'.
In the past, the USA and UK had different ways of defining a billion; however, we now follow the way of the USA (it makes life a lot easier for scientists and economists!).

Negative, the way to say it correctly " four hundred billion ". If you add some more zeros it will be trillion then quadrillion then so on.

Million has 6 zeros, billion has 9 zeros. So your number is 400 billion.
