when I move the mouse quickly in either direction. what did I did I do to cause this problem?

your mouse is clearly not working properly.open it up at the bottom and check if any of the parts are broken.it may just be that it needs a liitle cleaning as it may be clogged with dust.if none of this works i suggest a new mouse.

properly click on the taskbar first and ascertain that the taskbar isn't locked. If there's a examine next to "lock the activity bar" click on that to liberate it. then you actually should be able to click on the activity bar and drag it again to the bottom. good success!
