Cabo San Lucas, of course.

Queretaro lies in the central part of Mexico. Playas de Rosarito, B.C. is a 25 minute drive from Tijuana and the border with the U.S. (the County of San Diego, Ca.), while Cabo San Lucas, B.C.S. is located exactly on the tip of the Baja Peninsula (Southern end).

NOTE: Playas de Rosarito (Rosarito Beach) is adjacent to Tijuana. Don't get confused in the map with Rosarito, a town in the center of the Baja California peninsula.

No, it's not near, nor it would make a real difference for either of those places distance wise. By plane it might be around 2 hrs. By car, taking the ferry... maybe 17 hrs to Cabo. And going trough Sonora, maybe 20-24 hrs. to Rosarito.

Queretaro is really not near the beach. It is 1 hour away from Mexico City.
