Hot Shots is a spoof much like Scary Movie, Date movie, Teen movie, National Lampoons etc. He's making fun of himself. It's a fun, goofy movie. I think acting is much like music, movies etc. It's subjective and depends on your preferances and tastes as to what defines "good acting" to you. You might be making a mistake if you judge someone when you don't know them. It is common for one to think they can judge an actor because they're on tv. But you still don't really know the person personally. I actually think sometimes we criticize celebrities a little too much just to do it. They're are people and not cardboard characters. Out of all the actos in the world it would be unreasonable to think there is one who is the worst, it's too extreme to be realistic. It's also influenced by your like or dislike of that person for whatever reason, thus, bias prevails.
