Any physics majors out there? Can you answer this question for me? Is there any way that two 18-wheelers, driving either side-by-side or behind one another can create a vacuum that is powerful enough to pull a regular sized automobile along with them?

Yes, that is drag racing and is against the law. You could have a moving violation if you drive behind an 18 wheeler to save on gas. The equation involved when the vacuum is formed behind the vehicle specially an 18 wheeler has to due with aerodynamics, or fluid flow around the vehicle. This vacuum does not occur when driving on the side of the vehicle, although there is a pressure drop when high wind velocity on side experienced, that could cause the other vehicle on the side to loose balance unless the driver becomes used to the powerful and acquainted to the effect to use it for fuel saving. The most effective way however is to drive your car behind an 18 wheeler with 0 cost of fuel and with the same speed of the truck when you get your car so close behind the 18 wheeler and occupy the vacuum area behind.
