Tabs are okay, but if you really want to improve as a musician then you should learn how to read sheet music. And no, tabs are not illegal and never will be, though they should.

Guitar tabs are not illegal in any way.

The web site is probably getting in trouble for distributing copyrighted material without paying a royalty fee. Just get them from other sites, or buy the music books (with notes and tabs) at your local music shop, or subscribe to magazines like Guitar World, which provide instructional dvds as well as tablature.

They have been threatened with lawsuits for infringing on copyrights. Distributing copyrighted material without permission and without paying royalties is illegal--but there is room for debate whether they are distrubuting the actual copyrighted material or merely "discussing technique" and sharing their own approximate versions of the song that they have figured out by listening and playing.

OLGA ( http://www.olga.net ) is down, too. Here is their notice that might explain more (go to the site if you want to see the links, like the actual letter they received from the lawyers):

"OLGA is currently offline while we attempt to resolve legal issues with the archive.

We received a 'take down' letter (pages 1, 2, 3, 4, 5 & 6 ) from lawyers representing the NMPA and the MPA.

We greatly appreciate your support and hope to return to providing resources to the aspiring guitarist as soon as possible. Contact rcwoods for more information. In the meantime, we recommend the usenet newsgroups rec.music.makers.guitar.tablature and alt.guitar.tab. "

There is also a NY Times article discussing it:

Tabs themselves aren't illegal, but sharing them online could be. When you buy sheet music in a music store, part of the profit is used to pay royalties to the composers. This is how they earn a sizable percentage of their income. Sharing tabs cuts into those profits, so they're apparently debating the legality of it in court. We'll just have to wait and see how things turn out.

I don't think that they're illegal. There is really no reason why they would be, and if so: To the court house I go marching! That would be insane!
Maybe the webmaster is having some sort of problem with their website.
