i'm trying to get through this dungeon and i've died against him 3 times already. my mists just dont seem to cut it.

His attack is powerful, but the speed is slow. As you might discover, Vossler can always perform the combo attack in a turn, so you better support him and don't let him die. In the middle of battle Belias will cast Protect and Shell.
If possible, cast protect to you front line character as well. Always keep your ally over 300 HP when Belias life bar near to half, prepare to receive Firaja.After that, heal your Oiled ally before he/she get fire damage.
After that you gain Belias Esper (summon), you can find it in you License board now. Go into inner area of the West, watch a scene, and you will get the key
item,
Dawn Shard. Now get out of this tomb through the Way Stone here. Use theGate Crystal in the entrance, then go down. After some events will fight Vossler in the airship.

You may want to run around the tomb for a bit and level. I think I was level 20 when I beat him and he wasn't terribly difficult.
I spent alot of time in the north end of the tomb just leveling. (When I got to the point where several of those purple ghost things could attack at once and me not die I knew I was ok)
I put alot of my license points towards attributes. Especially Basch. There are several augments along the bottom row that boost HP and battle damage. The dude just outside the tomb sells some pretty sweet armour for your level, run around, level and then sell the loot to beef up your guys...

Get the best armor and weapons available and make sure you have Liscense points and buy the best. I am a leveler so I was higher level when I went in. For me, I bought haste and dispel and used those. If you are higher in levels and higher attack just fight him outright.

make sure you have the best armor, and best weapons for them.next make sure you us some or all your license points on your augments those should help out alot.also don't rely to much on the gambits just like the old ff you have to take iniative like i do.
