Well, I definitely, definitely recommend private lessons. There's nothing as good as getting specific feedback from another person, although recording and listening to yourself is helpful, too. Even professionals can use coaching to become aware of things they didn't notice.
I'm 26, BTW, started taking lessons two years ago. It's really brought out my voice and I love singing!
Something you should be aware of, though, is that your voice is still changing. People may talk about the "maturity" of your voice, and this is not referring to anything about you or your technique, but about the physical structure of your voice. It's very good to be singing now; just know that your range/timbre/etc may change as people's voices do not stabilize until around age 21 or so, and they continue to get better until their 30s and 40s. So, sing away, but stay in touch with your body and be aware of this.
As far as getting out there... I don't have a whole lot of experience myself (all I've done so far is karaoke as well ;), although I've thought about these things. There are other things, such as open mic nights. Research your area to find events. Look in papers, local magazines, the Internet, maybe even online forums. You can also get together with some other people and start a band, learn about the local music scene -- don't be discouraged if the band falls apart, either; part of it's about meeting and working with lots of different people. You get to know yourself that way. Make new friends with people who share your musical interests. Don't worry about making anything happen right now, just focus on getting out, singing, talking to people. There's no rush; your voice is going to be getting better for the next couple decades. I know how hard it is to be patient at your age (and how infuriating it is for people like me to be like, "just be patient," since there is no "just" about it; it's a challenge all by itself :). Well, ok, if you can't be patient, then be reassured. You have NOT missed the boat.
Take advantage of your parents and teachers. Perhaps your choir teacher has some advice, or outside opportunities to perform? Or if you get a private teacher, they might have some things to say about it. Yes, there will be people you encounter who will be less than enthusiastic about you. The same is true for us adults. You may find some adults treat you like a kid; the secret is that when you're older, they merely find more subtle ways to not respect you. ;) Also, if you get a voice teacher you do not like, you're certainly allowed to try another one. You're looking for good relationships. Social networking. It starts with the people closest to you. The best way to get noticed is to be introduced/presented to new people by people who know you and like you.
And, of course, keep improving your voice. Perhaps if your parents see you taking the initiative and getting out of your current rut, they'll be more helpful to you.
And don't forget to HAVE FUN!! Focus on the moment and really *enjoy* your instrument the whole time.

Make a demo tape and send it to someone, like another child singer - Lil Bow Wow or something.
Maybe you could send it to Centerstaging in Burbank. (Centerstaging.com)
