The Do Not Call Registry is for telephone solicitors. If this is not for business you may contact them.
However, if it is for business - Do you really want to waste someone's time when they clearly don't want to hear from you? Ask your administrator if you're in doubt - most likely they'll tell you to contact someone who's NOT in the registry.

If you work for a charity, yes. The do-not-call list is for businesses that either sell a product or service. Legitimate charities are exempt from the "do not call list" and people who don't want charitable calls either must tell each one individually when they call to remove them from their list. Any questions, contact the FCC in your state. Some states require a solicitor's license, and it's illegal to block the number you are calling from.

Yes, for non-commercial, non-solicitation purposes. You can e-mail anybody to say "I love you!" (as long as you don't represent a porn site, of course.)
