74. Multiply 70 by 4 (4 tests) = 280. Add 75, 63, 68 = 206. Subtract 206 from 280 = 74.

(75+63+68+x)/4 >= 70

(206+x) >= 280

x >= 280 - 206

x >= 74 (which is the inequality represnting the score that Sam must get on the last test to get a C)
