Suppose a full toss passes a short batsman at a level higher than his waist, but goes on to hit the stumps, is the batsman out? - since in some forms of the game, waist high full tosses are no balls and no one can be out on a no-ball

If it is judged a no-ball due to above waist factor, he can't be given out. Even if it hits the stumps. He neither can be LBW, caught, stumped etc.

A full toss bowled at the waist height of a batsman cannot hit the stamp in any case. However, if the ball hits the stamps after touching the body or bat and if the umpire has not signalled a No Ball, the batsman will be out.

If it above waist height as it passes the batsman in a full upright stance, he should be given not out.

But its almost impossible to bowl a ball that would pass the batsman above waist height, and then hit the stumps.
