study harder and improve your grades, apply to lots of schools, study really hard for the SAT

if you dont get in, move to the state where you want to go, establish residency, and apply again

Well first you need to really narrow your choices down. There is not one Cal State School there are a dozen of them. Cal State Chico is usually considered the top school. Then you have The University of California in Berkley and in Los Angeles. USC is a private school. Florida State is your typical, run of the mill, large, state university. NYU is a private school as are most of the schools in New York City. You do have CUNY and SUNY which are state supported. Each state has one school that is somewhat famous and many that are very good schools. Michigan, Kansas, Wisconsin, Ohio State, West Virginia, Virginia, Penn State, Alabama, Georgia, Auburn, need I really continue this list..??

So here is what I suggest you do. Narrow your choices down to about 10 schools and start to research their requirements (do not concern yourself with cost yet). Narrow that list down to the top 5 to 7 schools and send for information.

As for your grades....you need to do everything you can to help your grades. Ask for a tutor from your teacher, go to Sylvan Learning Center, Ask a friend..whatever it takes. So many people do not understand how the admission process works for most major universities. There is this untrue image that grades and SAT/ACT do not mean too much but they can mean everything. Even at a school that works on a formula the higher your GPA is the lower your SAT score can be. On the other hand that also means the higher your SAT/ACT the lower your GPA can be. IT is becoming more competitive though. Many of the large schools you mention are starting to look at GPA and SAT/ACT scores using a formula and if you don't make that formula cut the rest of your information is filed in the circular file (garbage) and you get a rejection letter. When a school receives 10 to 50 applications for each open spot they have to narrow their choices down fast and focus on the students best showing the ability to make it. I would also suggest you get involved in something either in school or outside of school. Many schools after the formula part of the admissions process want to see how involved you are. Are you working (because that counts!)? Are you volunteering (even 5 hours a week!)? You do not have to be in clubs and sports but do something. You never know you might find someone who can help you with your math and science.
Another strategy is to do your math and science work first and to ask the teacher to do extra work to make sure you have it. If you really struggle, do a couple and ask the teacher to check them to see if you are doing them right. If the teacher won't do that, go to your assistant principal or principal and explain the situation to them. With today's high stakes testing principals have a vested interest in your success.

Good luck to you and i hope you get to follow your dreams.

Class placement is only a portion of your total entrance review. The key is to study, practice and review prep. tests for the ACT and the SAT. This is extremely important for your future sucess at getting into the school of choice. As far as tuition do it the old fationed way.. Just like the rest of us.... LOANS.
