It is a stereotypical statement, though there are many people across the board (forget about race, okay) who ae guilty of this.
Some people get stuck in a mind-set and do not know or seem to know that they can do better. They accept these negative roles and never shake themsleves loose.
On the other hand, it is not a true statement on the basis that far too many black people have risen above hardships, road-blocks of all kinds and destitution to make useful lives, achieve goals they themselves never imagined possible, build businesses, raise successful children and their level of existence in a tough society, where they are told - by some - that they are of lesser value.
Trust me, that's no hand out!

People who think this are indeed IDIOTS.
I am a black person and I have NEVER asked for a handout from anyone, not even family.
In actuality, more black people are actually working for a living as opposed to living off of the system.
Another fact is that there are MANY non-blacks living off the system, but as usual, they selectively overlook that.

2. I find this statement to be misleading...white people do it too
I would get so pissed when i worked at an eye doctor's to see moms drag in all the kids for exams and glasses and they would have manicures and expensive clothes. And here I was working my butt off to make ends meet. Welfare is abused all over America. There needs to be a more thorough evaluation of who really needs it and who just needs to learn how to manage their money

not all black people and surely there are white people too in this category. they feel like the government owes them a living. some milk the system for welfare, some have babies just to increase their government aid. some claim injuries on jobs for workers comp. and the people that really need these services may be denied because of all the fraud in this country, from people who are just to lazy to work for a living

A "handout" is something like the dole, or welfare, or free food, i.e. something that you get without having to work for it.

Not just black people, but I think when people say that, they are referring to the fact that certain families have been suckin off the gov't tit for generations and never learned to do anything for themselves.
