none of them will produce a base when added to water
you cannot added anything to water to produce a base unless you add a base ( -OH ending,or NH3) - the question may be bad?

Na2O produces a base, NaOH, when added to water.
Na2O + H2O ===> 2NaOH
Na2O is a metal oxide, and metal oxides are basic anhydrides. CO2 and SO3 are nonmetal oxides, and those are acid anhydrides.
