Try www.craigslist.com. Their pet section is great.
Look in your local news papers. Lots of folks want to re-home their pets.

The tank and lizard would cost a few hundred dollars altogether. I don't think anyone is going to give you it for $30, especially since you are a. on the internet asking for free animals and b. probably can't afford to care for it, based on your top price.
