I am looking for something that I can hook up to my computer and my mother can hook up to hers so when we talk on the phone, she can see and hear my kids. Also, good for a laptop when my husband is at work or out of town.

Well, you'll want to get some kind of USB web cam. Logitech makes decent ones or if you're on the Mac the iSight is a dream. I'd stay away from the crappy software that comes with most of those cameras though. Instead all you need is Skype (it handles video). It's free and you can each sign up for an account (totally free) and you can have video or voice chats all through the internet.
Some IM clients do that too, like AIM, Yahoo Messenger, and Windows Live Messenger - but you have to run the latest version of them and to be honest, I prefer Skype.

Skype will work for you...it's free too. You need to have a webcam on each computer.
