Can someone give me the whole 411 on feebas? Where, when, how, who, what, and why?

i'll try my best 2 tell u what i know it depends on what color pokemon game your playing :)
1- fly to dewford talk to the trendy saying guy behind the pokemon center when he asks u if the saying he says is the biggest thing in town say no and think of another trendy saying until he says yes to the saying u gave him then fly 2 foretree city
head left and down the path 2 the water and fish from there or fish off the back of your pokemon. the old rod might be your best bet 2 use but i'm not certain of that u can also use the good rod.
and be sure you feed feebas blue or indigo pokeblocks so it can turn into a milotic. there's a guy in mossdeep city who tells u what color pokeblocks your pokemon like so take a trip 2 him so he can tell u the color your pokemon like that's what i did. good luck :)
