100 km/hr x 1000 m/km x 1/3600 hr/sec = 27.8 m/s

I believe the part you are missing is the quantitative result you are seeking. Is it the amount of time to traverse the circle or perhaps the amount of time it will take the train to come to a rest or perhaps the ratio of speed to decline as it slows down?
