I started this answer then noticed your handle is 'bigboy'. I was going to suggest switching with a larger person in your office. Almost all 'bigger' people I know tend to need more cooling, and therefor may not mind the cold air as much. That would be my suggestion. You could also advise your boss that it's difficult to perform your duties because the cold blast is very uncomfortable-- he/she would probably prefer to move your cubicle vs. poor work performance. Just know that complaining to OSHA is a waste of time, as OSHA has NO regulations concerning room temperatures in offices, including health clinics! Your employer is free to keep his business at any temp he wishes.

Talk to your boss, and explain that you're less productive because you get so chilled it makes it hard to concentrate. Suggest that you trade cubicles with someone who can never get cool enough. Surely there's someone like that in the building.

Close the vent if you can, or get a diverter so that it blows the air in a different direction. If the grill is metal, you can often get clear plastic diverters that fasten with magnets to push the air in a different direction. Try a Lowe's or Menard's or K-mart.

You'll get sick under an AC. Move to another desk or shut the AC off.

BigBoy,
Be a big boy and talk to management about moving. If you are that uncomfortable, it seems to me that it would affect your productivity.
Tell management you think you could be more productive sitting in a warmer location.

put a jacket on, or go to the bathroom and wrap yourself up in toliet paper underneath your clothes, please do it...and take pictures
