You will need a to make a form and then that form through some backend script (PHP, cfm, asp, etc) will allow you to upload whatever it is.
google search php forms (easiest of the three) to upload.
BTW this is NOT HACKING. its a simple upload form , that is found on pretty much every major website INCLUDING forums
You can also create the form to make an email attachment if you just want them to send you a file to your email address (however its ill advised to do this):

There is really nothing simple about that in HTML. What you need to insert is a form, and possibly have some type of script(PHP or Perl) to control the uploading process. The

HTML isn't a programming language, therefore it will have no such capability.
