Yes, it is common to see women topless at beaches and parks in Europe, but it is not a sexual thing it is just their culture that is the way they tan.

Only in certain places on certain beaches. The same thing can be found in southern California, but not so many places. Europeans are quite a lot less inhibited about nudity than we are.

Not just common but expected at most places in France and Italy. But not in some places like the UK. When I visited Greece the men would not stop hounding me until I set them free.

Please don't go topless on the beach in Malta because it is not allowed there. You occasionally get someone who flouts the rules but they usually get shouted off the beach not only by the authorities but also by the tourists.

It's more common and accepted than in the states... In fact you can spot all the American males on the beach, Their mouths are open and they are tripping over their own feet while gawking at all the exposed women...

Yes, especially France and italy. There are some beaches here on the Florida gulf coast where they do also.
