How do I obstain a forcloser list for my area or state for free. I live in illinois.

Is that a list of people who foreclose on homeowners? "Forecloser - someone who forecloses".....
Just kidding. Go to a Realtor and tell them what you need. If you're looking to buy a house, then go ahead and get approved for your loan. When the right house hits the market (and your Realtor will know this before it's on those lists that people buy) you can jump on it and get an offer accepted before the lists get printed.

Legal notice section of your local paper will list all upcoming foreclosure sales. These are preforeclosed on homes - not homes that have already foreclosed.
