A written reprimand is basically a warning to "SHAPE-UP AND SHIP-OUT";
If one has a strong government union you belong too, it will be best to inquire with your union, and if not, take the written reprimand serious.
If the written reprimand is legitimate, then heed the advice.

Late for work two days in a row - verbal reprimand. Another two days late - written reprimand (a telling-off and a warning as to future behaviour). Another two days late - possibly sacked.......

The steps taken to either correct behavior or evidence leading up to getting fired or let go.
