How do you delete files that has Overwrite Protection? How do you remove the Overwrite Protection?

you will need to boot into recovery console and use "rm" command from there. Overwrite Protection file are system critical which mean not to be touch. you must have a good reason to remove it.

Try to delete it just after a reboot without connecting to the internet
If it's not working, go to start, execute, type regedit, then make search for the file in the registry, delete all the keys that refer to this file, then you will be able to delete the file.

If you're the file owner chmod 777 will do the trick
