<--------- 7 ----------> (pH)
acid base

the smaller pH the stronger acid
the bigger pH the stronger base

so you should arrange them from the smallest pH to the biggest
stomach content (1.6)
soda pop (3)
milk (6.5)
fresh water (7, of course neutral)
human blood (7.4)
sea water (8.7)
drain cleaner (8.7)

The strongest acids have the lowest pHs and the strongest bases have the highest ones, so you just have to order the list by pH:

Strongest Acids

Stomach contents: 1.6
Soda Pop: 3.0
Milk: 6.5
Fresh Water: 7.0
Human Blood: 7.4
Sea Water: 8.7
Drain Cleaner: 14.0

Strongest Bases

The numbers are pH's. The lowest pH's are strongest acids, highest are strongest bases, and 7.0 is neutral. pH is the negative logarithm of the hydrogen ion concentration, [H+]. So the [H+] of soda pop is 10^-3 M (moles per liter).
