Those marks are eye black, used for bringing down the severity of the glare of the sun or the lights.

They reflect light coming from above, including:

Lights in the stadium (Night games)
Sunlight (Most west coast teams have to deal with this, different sun angles and intensities)

that is called eye black it is a little like mascara. it is used to keep the glare from sun or bright lights out of their eyes. they now also have strips like tape that is used for the same purpose

it's supposed to help block their eyes from the sun's reflection... Not sure why they wear it when it rains though!!
