Owners manual says Ethanol grade 10. We locally have E85 available which is grade 15 but my husband says it is ok to use in our van. I don't think we should. Who is right?

Although I have not tried this myself, I have read that the answer is yes and no.

Since pump gas is typically 10% ethanol, modern fuel injected engines are designed to adjust, to a certain extent, to a varying combination of gasoline/ethanol and octanes. Supposedly, you could drive a 10% car on 85%. At least for for a while. In particular, the 85% fuel system must be engineered to stand up to the greater corrosive quality of ethanol.

So, I suspect your 15% design minivan would run on 85%, albeit with less performance and mileage, until the fuel system corroded - which may not be long. Therefore I would not make it habit, but is probably OK for an emergency. Mike (the first responder) is right, most of us are wise not to second guess the factory owner's manual.
