I would like to know the criteria of an environmentally friendly vehicle. I know that gas mileage and emissions are two factors. Are there any others?

This is a very complicated issue. As you said, mileage and emissions are two factors. At least three other broad categories also apply to the concept of an environmentally friendly vehicle:
1. How environmentally concerned is the vehicle manufacturer about assembly? Does the factory use electricity from "green" utility sources? Do part subcontractors use environmentally friendly manufacturing methods?
2. How responsible is/are the owner(s) regarding maintenance? Does the owner properly recycle the used motor oil? The used coolant? The used tires?
3. Once car has served its useful life, is it recycled? Are toxic metals, such as lead or mercury, removed and properly disposed of?

So as you can see, creation, maintenance and disposal of an environmentally friendly vehicle takes the enthusiastic efforts of many, many people, many governmental levels (national and international) and much looking into the future.
