The short answer? You can, but you have to purchase a third-party utility. I have read that Partition Magic will do the trick.

the file takes the format of the drive saved in so you must make format for the hard disk and save it in it.if you have 2 partition haed disk you can format the second one(without O.S) and formatt it to FAT32.

You can't. You can chance from FAT32 to NTFS, but not from NTFS to FAT32.
