regional accents are a broader type of english and can sometimes come across as the person talking too fast to be understood properly hardest acccent id say to understand must be broad scottish whereas a geordie accent from north east england is a lot clearer but very deep sounding slow us down and we talk a lot clearer .

Different dialects possibly?

In the US, a person from Minnesota sounds much different than a person from Mississippi- and even then, there are tons of different dialects. It's the same in practically every country.

For the same reason you can't understand when some people from America talk. It all depends on their dialect. Where they're from, can mean the difference between deciphering what is being said, and how you perceive it.
