yes. They are just that, temporary. They may hold pictures that were seen on different sites, a history of sites visited, cookies, nothing you cannot live without and often containing junk. They let you login to certain sites easier, or they display pistures so you do not have to DL them again when going to a site, no big deal to log in like new or wait for a picture to load, unless you use dial-up.
Most deletion choices allow you to delete all temp files, or specific, like the cookies or history.

yes you can and temporary files are files that are stored from websites, for you (the user) to see the websites, the files or contents of that site most be downloaded somewhere, they go into the temp folder. I normally use a program that i built to get rid of it all but hee are some instructions.
1. Launch IE 6.0 (Internet Explorer)
2. go to tools (which is located on your top mid of ur screen)
when you click on it a drop down menu will appear, go to the very bottom of that menu and you will see internet options click on it
3. you will notice a pop-up box will appear, now look in the middel of that box, you will see 2 buttons "Delete Cookies" and "Delete Files".
4. Click on delete cookies, another pop-up box will appear, skip w/e it says just hit "ok". (cookies are log files made by your browser, these log files contain information concerning the site you just visited, basically information among those guidelines)
5. Now click on delete files, a pop-up box will appear, check the box next to delete all offline content and hit ok.
6. You pc will load, than click on ok again and vuala.
7. if you want to learn the technical way of taking care of this issue add me to your yahoo messenger and i'll break it down 4 ya

you can delete temporary files any time you need to,the easiest way is to go to start>run then type %temp% and then enter
this will take you to the temporary files folder were you need to go edit>select all>delete
sometimes you may get a file that wont delete as it may be used by your system,if this happens you may need to delete the files one by one
there are cleaning programs avalible on the web but be careful which you download,as some are dangerous and can cause more damage than good
there are 2 good and safe programs avalible ccleaner(http://www.ccleaner.com/) is a excellent program and very easy to use and advanced windows care (http://www.download.com/Advanced-WindowsCare/3000-2086-10407614.html)
advanced windows care is the better of the two as its a one-click solution and is extremely safe to use and does a system restore before any tasks
hope this has helped

Temporary files are safe to delete. They are usually cached data stored by your browser or your Internet browser. It's for quicker access instead of going out and downloading fresh copies every time.
