It needs air to dry and there is none in the inside of the tube. If there was the glue would harden and stick there.

THIS IS ACTUALLY A QUESTION FROM www.crazythoughts.com , however for the two points , THE ANSWER IS BECAUSE THE AIR HAS NOT HIT THE SUBSTANCE TILL IT IS OUT OF THE TUBE , AND THE AIR IS THE CATALYST OF WHICH THE GLUE WORKS WITH TO STICK.......TAKE CARE....GR1M

Everyone has given you the answer. It has to do with air. If you don't believe, leave the top off.After awhile, you can't get it to move. It has stuck to the tube.
