If you have Windows XP Pro: Use the security properties of the folder by right clicking on it and say properties and security tab. See source for full description of settings.

If you have Windows XP Home: The above is not possible. The only way to do this in Home is to boot into Safe Mode (press F8 occasionally on start up) Then this will allow the same settings as Pro to be set.

Or for Home if you know how to use command line dos programs open a dos command promt and use cacls to get help on that command use cacls /?

Right click the file and go to Properties. Then, go to the Security tab and you can add users there. Make sure you are the owner or the Administrator or you will not see the Security tab.
