How do you remove a wheel from a Milwaukee brand hand truck? It has a compression washer on the axle.?

The tire is flat and the only way to remove the wheel is to remove the compression washer on the steel axle.

If you mean a lock washer (US) this shouldn't be a handicap. But, if there is a nut on the outside of the axle, it may well be reverse threaded, so as not to become more prone to unscrewing, even with a lock washer in place. So, try turning it clockwise and see what happens.
