Probably not. Viagra does nothing more than constrict the blood vessels in the penis, which makes the blood drain out slower, thereby keeping an erection going for a longer time. However, if the muscles of the penis are paralyzed, then it's highly unlikely that he'll get an erection. But yes, he can get someone pregnant. Sperm production in the testicles shouldn't be affected by paralysis. I guess you could somehow extract the sperm from the testicles if there's no other way of getting them out.

It all depends on what nerves are afflicted by the paralysis and on what level of the spinal cord the damage is. Some people are still able to have an erection, while others don't.

My ex boyfriend was paralyzed from the chest down and yes, he could get an erection with the help of Viagra but no there was no way he could get a girl pregnant unless he went to the doctor and extracted the sperm and put them in the women's ovaries. In order for a male to ejaculate he has to have a fully functioning penis and without the help of all reproductive muscles there's no way he could ejaculate.

I'll be short and clear.
Yes if his PE is due to blood's flow only.
If his sperm is fertile and he has a normal sexual act (penetration) with a girl, she could become pregnant too!
