I was thinking the exact same thing when I watched it last night! It is cool isn't it? I love that hour glass too! Hell- I love the witch also! Where are those props now? I saw the ruby slippers in one of the theme parks in Walt Disney World (one of the 10 pairs they used). Those props are probably in Universal Studios........

The wizard owns it. Remember: he had it in the beginning of the movie, before the tornado, when Dorothy found him, with his traveling wagon, as she was running away from home. He "used" the crystal ball to convince her to go home to her Auntie Em, which she did. The crystal ball didn't have magic because it wasn't in the magical land of Oz, it was in Kansas.

There are two crystal balls in that movie. One is owned by the traveling circus "wizard" and the other is owned by the Wicked Witch of the West.
