Try going to the Salvation Army Missing Persons Service. I will post the link for you in the sources section.

They don't charge a fee they take a donation of whatever you can afford. Something very minimum if you don't have much money. Like $25.00.

Many years ago my sister located a brother and a sister that we had never met through them. So I can vouch that their service did work for us. I also have to say they don't hassle you forever after for more donations. She sent them a small donation as that was all she could afford and they found our relatives in relatively short time. They contact the relative first to find out if they would like their information forwarded to you. I hope this helps!

I know that you can find people on line through yahoo and other sites for much less than $400. Some only charge ten bucks. Type "find people" into your yahoo search and see what happens. Plus my local library has access to ancestry.com You can find out if any of them are deceased for free. Good luck!
