First of all, get over the guilt. Most of saying no is about how you feel about yourself. Practice in the mirror. Also plan your no in advance. Know what the person is going to do when you say no and get ready for it.
Stand your ground. Don't defend. No is no.

No, I can't give you my car. No I can't pick you up or drop you off. You do NOT need to give a reason. No is no. Don't get in the trap i\of having to explain, because that will start the engagement that means you're open to saying yes. Are you?

Simply tell him that he must hand her gas money BEFORE she is willing to give him the keys to that truck. If he has money to wash it then he has money for a couple of gallons of gas. I wouldn't accept him telling her that HE will put gas in the truck. I would as for money first! This way she can ensure that she will be able to put a few dollars in there after he runs it dry.

When he ask just say no. The only reason you will feel guilty is if you could have done it but decided not to. If you are fed up then just say NO.

Just say no....He can only make her feel guilty if she allows him to....Why should she feel guilty? He is using his sister...if he had gas money, he would have his own car....
