My neighbor had 48kbps or better until she switched IPS, and that is about the time I got my new Dell. I've never had better than 21kbps, most of the time it's 19kbps. The phone co. has done a line test & no problems. They are saying it my modem.

Could be modem settings... Could be quality of the line... Could be ISP is bogged down... Maybe try disconnecting and reconnecting? Distance from CBO could also be a factor. If you are out in the country, tha can make a differance. My in-laws live 2 hours from anywhere and 30 minutes from the nearest neighbor and they get MAX 20Kbps on dial-up. Many factors can degrade your speed. Most are out of your control unfortunately...

First, if possible, find your "network interface" or "demark" box. It will usually be outside where your phone line enters your house. open the door on the box, and you should see a little pigtail plugged into a phone jack. take your PC and modem to where you can plug in your modem into the box directly. unplug the pigtail and plug your modem in. If your speed increases dramatically, the problem is in your house wiring. If it is still slow, it's the phone company. Call them back and tell them what you did and what the results were. Then request that they check for any "bridge taps" on your line, and ask them to remove them. Also ask them if you are being served with "pair gain" - a way for a telephone Co. to put 2 lines on 1 pair of wires. Ask them to change it if possible. Also, you could be on a "subscriber loop carrier". Again, ask them to change this if possible.
They may tell you that you are stuck with these conditions because of the service feed to your location, but often they can change it if only you ask. By using the above terminology, they will be more likely to think you know what you're talking about, and will at least make an attempt to fix it.

There are some utilities that are free that can boost your internet settings. Especially if you have never done it before.

First of all there is a program out there called TUNE UP UTILITIES and you can find it by going to the site below. They let you use a fully functional 30 day version to tune up your computer without paying. So if you use it before the 30 days is up you got a tuned up computer for free. When you install it go into the optimize area of the software (Very easy push button interface) and click the optimize your internet. What is good about it is that it will SHOW YOU IF YOUR INTERNET CAN BE FASTER and if it can it will speed it up for you by optimizing your system internet settings. I noticed an instant speed of pages loading faster.
That site is

My dad liked the software so much he bought it. Also another site you can get utilities to optimize (Except these are free software forever no time expirations) is at
