Are you a special ed teacher dealing with a student who exhibits the behavior of vocalizing loudly, making noises, and thereby disrupting the classroom and interfering with learning for himself & others?
Does the child have a diagnosis, or are you in the process of evaluation? There could possibly be a terret's (sp?) syndrome component and this can be partially controlled through medication from a psychiatrist.
You can use classic behavior modification techniques - consult with the school psychologist to help you design a program to help reinforce approprite sounds while extinguishing inapproriate noises.
Realize that if this is the child's only form of communication, you will be taking away something important if you get rid of noises. Out if respect for the child's needs to express himself and recieve positive responses, you will need to focus on appropriate and useful communication using sign language picture boards or whatever makes sense to the child. He also needs plenty of opportunity for creative self expression through music, art, movement, dance etc.

you have decribed hypersenstive hearing. if you are having a problem go buy a set of gun headset at anywalmart in the usa. they cost about ten bucks. they deaden a lot of noise. you could spend more on a set of bosch headphones but why?
