I have a Palm Tungston E2, I want to move programs from internal memory to my memory card, I can't find a move button

Unless the program is designed to run from the memory card, the programs will run only from main memory. Most people reserve the main memory for the programs and then store the data files on the memory card.

In Palm PDAs, if you want to move something over to an expansion card, you need to "copy" it. You can find the copy function in the application launcher's menu (go to the "home screen" and tap the upper left corner of the screen).
You may find that certain programs have a lock icon next to their names. These programs (or data files) are copy protected and can not be copied this way.
