Call your city office to file a complaint. They will give him so many days to fix the problem. If you do this, it's not your problem anymore, it's between your neighbor and the city.

Maybe your neighbor doesn't no what to do with his trash. Sometimes there are things that the trash haulers will not take and you don't know what to do and you put it out side out of the house and wish you knew what to do. He may not know where the city dump is or even how much it will cost him. If you know where the city dump is, then tell him.
If he does know the cost he may consider it to steep to pay. Sometimes there are big dumpsters on some business properties that he could put some of the trash in but if he gets caught, well if the business owner were of a mind to, he could sue your neighbor for attempting to do that. Oh what to do, what to do. If YOU do know how to help then by all means HELP!
Sometimes some cities have a pick up day for trash that you otherwise don't know what to do with. Maybe some of the other people on this yahoo site will have ideas that your neighbor could use since not knowing what to do MAY be his problem.
On some things I have unassembled them into smaller pieces or cut them up into smaller pieces and put them in the trash bags with the normal take out trash. I try to put it in the middle of the bag and let the haulers take it out that way.
Did you ever ask him what he intended to do with the junk or trash. His answer will give you a clue as to what action to take. If he doesn't want to do anything but collect it then reporting it to the right authority is all that you can do.

It sounds like you and the neighbor don't get along and that you have had previous confrontations. I can tell because I had a similar problem with my neighbor. After years of cross complaints to city officials including the police it was suggested that we go to mediation in an attempt to settle our mutual dislike for each other as neighbors. It worked! We still are not friends but we do respect each other and the complaints have stopped on both ends. Call you city hall and see if a mediation program is available. In my community it was free service.

The way I see it you have two options. If you're friendly with your neighbour try asking him to clean up his mess. Offer to help if you can. If you don't really feel you have a good relationship with your neighbour I would skip this step and instead call your City Hall. Most towns and cities have garbage bylaws that state property must be maintained and free of unsightly garbage or debris. You can file an anonomous complaint and they will contact the homeowner to request the mess is cleaned up within a certain amount of time. If after that time, the mess is still not cleaned up most cities/towns will have the mess cleaned up themselves, and send the bill to the offending homeowner. I personally would not ask the homeowner to clean it up and then end up filing a complaint because then he will definitely know it was you who filed the complaint and that could lead to even worse relations with your neighbour.

Call your local authorities and see what the local ordinances are on trash, appliances and so on being on ones property. Plant nasty thorny bushes that will grow in the space and take over that side of the house, so that once its in you don't have to look at it and when he moves the stuff he will get a good scratch and will stop putting it there. Planting blackberry bushes is good, especially the ones that AREN'T THORNLESS, maybe get some poison oak? Poison ivy? Cactus? Plant it and forget it. This time of year is good, cause all that stuff is usually dormant and easier to plant. But try with the local authorities and have them come and take a look. And don't give your name, if they ask, your name is Ima Tiered....get it? LOL! Good luck!

Have you tried talking to the guy? Try helping him out doing something and then ease into it. Its alot easier for him to take if he thinks of you as a friend as opposed to some person next door.
