Well the person who puts it there may walk freely on the grass until the sign is in place. Getting back to the path however is breaking the rules. Perhaps he is a risk taker.

My thinking is that a "Keep off the Grass" sign is really a anti-drug sign, and is not the same meaning as a "Keep off the Lawn" sign.

Depends where you find it. If it is in nailed in the middle of the high street, it is some joker who planted it there after walking on the grass to retrieve it.
Your question reminds me of notices that say "It is forbidden for dogs to relieve themselves on the grass". I am sure all the dogs can read it and they take a lot of notice....

It's a little known clause that each municipality (here in the USA) is required to hire at least one for their Public Works Department for just THIS kind of task !
Their also handy for tree trimming, saving cats from high trees, and polishing the tops of flag-poles.
