Perfume is something people need to smell for themselves. They are unlikely to buy it untried from a website. You need to get it onto the shelves of local stores.
You need to think 'How am I going to offer some sort of deal that is advantageous to the store owner?' i.e. something more profitable than other things they could put on the same shelf-space and low-risk or zero-risk to them.
The profitability part of that breaks down into :-
Will I sell more units of this perfume than other products? How are you going to convince him/her that your perfume is going to sell better than well-advertised perfumes or other products?
You could opt to sell your perfume in only one store per town, giving them a local monopoly, then set up websites and do other advertising via email, flyers, newspaper/radio adverts to promote the perfume and store together.
Is the mark-up better? (Do I keep more of the selling price than other products? Am I buying it for 50% of the selling price or only 30%)
The low-risk part is 'Will I be left with lots of expensive unsold stock?. You can offer sale-or-return to deal with this.
You could start as a blender of perfumes and move into producing your own original scents later. That way, you lower the amount of cash needed to start up.
Add value to your perfume through design. It costs some money to design a stylish bottle and the mould for it, but then there is no extra cost per bottle beyond that, compared with a dull average-looking bottle. For example, the bottle design for jean paul gautier perfume must add a lot to it's appeal and selling price.
One way to promote your perfume is through group meetings of women in people's home, like a tupperware party with chardonnay. One of the most important things is to make the best use of information, so these could be information gathering exercises as well on what the tastes of different ages and types of women are. Its also important to gather email addresses for your email mailing list with permission to send them a regular email newsletter, plus postal address for mailshots.
