My Question: Should I just walk the 5 blocks to the library and give them the stamp from the letter they sent me?

Hahaha you should try it, lol. But as for walking 5 blocks- eh, it depends on the weather. It's snowing here so I wouldn't walk that far. But if the weather's not bad where you are, you should try it!

Those letters are done automatically, but someone should program their computer not to send a notice for anything less than a dollar or two. Just pay them the next time you're in there;o)
