I just recently had a similar situation happen to me. I went through a tough interview process of THREE interviews-2 were panel interviews and 1 with the Executive Director and my biggest advice to you is really study the material they give you and think up some questions they may ask if they call you for another interview, which sounds likely. During my first panel interview, I had a number of board members firng off tough questions but lucky I had studied the material given to me on the first interview and could answer appropriately, I was also asked information that I gleaned off the web site so if you can, do a little research as it really pays off. I was offered the job last week and start on Thursday. I wish you much luck and hope all goes well for you!
Oops, to answer the question, my quess is you are a strong candidate but may have another interview hurdle to pass. Companies are far more ambiguous about the hiring process and it takes longer than it did even a few years ago which is really hard on the candidates.

yes ... it sounds like you are on the short list to be hired. They are sending you the the job description, responsibilities, and requirements to make sure you understand the job. If the job is what you want, email them and say that you understand the requirements and you think that you can do the job and want it. If the job is not what you want then email them back and thank them for their time and say that you do not feel that you are a good fit for this position and why.

Sounds like you are one of the top candidates. Now is the time for you to start asking questions, if you have them, and to start thinking about what you will require in a job offer. Often, I ask candidates where they "draw the line in the sand" with regard to salary--so I can try and get them a little bit more.

yes - companies typically don't waste resources researching a candidate unless you are at least in the final running. Don't count your chickens though - you will likely have a second or third or even fourth interview.
