There used to be a comic character named Tootsie *like the candy* way way back in the 1930's and 1940's. She was a bit like Little Lulu. Not to be confused with Toot Braunstein from "Drawn Together"

No, but theres a new cartoon out called ' Brought Together' . There is a character in the show named toots. They are trying to portray Betty Boop.
