Yes, but should not be restricted to pagans. Many others who respect our Earth and live by the land (farming and hunting and such) would take advantage of the seasonal changes to give thanks and pay homeage to the Gods or God for our survival that we could only be given by the Earth with God's help.
We (pagans) call the winter solstice Yule.

The solstice is an astrological event. The pagan sabbat, Yule, celebrates this event.
