No you do not. There are several positions, including in the military, where non-citizens are granted classified and even secret clearance. It is customary to not grant Secret(wintel) & (noforn) or above to these individuals for obvious reasons. Sadly this prohibition can be over-reaching. A good friend of mine, who was wildly intelligent, was denied an appropriate position because his parents fled Mao Tse Tung's cultural revolution when he was just 6 months old. Although fully naturalized, he wasn't permitted a clearence due to where he was born. The case is different for British & Canadian citizens and a few other close allies (Micronesia & Phillipines). Tha answer is not clear cut, but is not an unequivical 'no'.

No you do not, there is two kinds forms to fill out SF-86 for us citizens and SF-85 for non-citizen. it is not an essay process.

You have to be in the US legally. Weather on a work visa, student visa, or a legal residents card or any of the other legal ways
